At my last institute (1,000 beds) we had three areas (RA on call in each area, and one HRA on call for all three areas).
The Area Coordinators (3 of us) served on call for a week (started Monday-Monday, but then we changed it to Thursday-Thursday) and there was a Director/Dean on call as well. The Directors also served for a week and they tried to make sure there were 3 of them in the rotation as well.
My current institution (700 beds) has it where the RLCs (3 of them) are on call Friday-Sunday and the ADs (2 of us) are on call Monday-Thursday. The Director/Dean is also available for us to call if the situation requires it.
I've also been at an institution that had none Housing & Residence Life staff who served on call in exchange for housing (maybe just reduced cost) on campus. But as you mentioned there is a certain amount of unreliableness naturally in a set up like that as well as need for additional training of folks outside the office.
